Carl E. Yates was born in Long Lane, Missouri on November 11, 1940. He graduated from Southwest Missouri State University in 1962 with a Bachelor of Arts degree in Political Science and History and a Juris Doctoris from Washington University School of Law in St. Louis, Missouri in 1965. He was admitted to practice in Missouri in 1965. He was employed as an associate of the firm of Lincoln, Haseltine, Keet, Forehand & Springer commencing in 1965. He continued to practice with that firm until 1969 when he formed a partnership for the practice of law with Edmond C. Forehand under the name of Lincoln, Forehand & Yates. In 1971, he and William L. Mauck, who was an associate in Lincoln, Forehand and Yates, formed the predecessor corporation to the existing firm, for the practice of law.
In 1974, he was appointed to the Springfield Municipal Airport Board (now the “Springfield-Branson Regional Airport Board”) and in 1979 was elected as Chairman of the Board. In December, 1979, he resigned from that position upon his appointment by the Governor of the State of Missouri as a commissioner of the Missouri Highway and Transportation Commission. In 1983, he was selected as Vice Chairman of the Missouri Highway and Transportation Commission, a position he held until the end of his term in December, 1985. He served as the Co-Chairman of the Governor’s Economic Development Advisory Council from 1978 through 1982. He served on the Board of Directors of the Springfield Chamber of Commerce as Vice President of Economic Development from 1978 to 1981. In 1982, he was elected as President (now referred to as Chairman of the Board) of the Springfield Area Chamber of Commerce. He is a member of the Springfield Metropolitan Bar Association, the Missouri Bar, the American Bar Association and the National Association of Bond Lawyers. He has been continuously listed in the Bond Buyer’s “Red Book” since1980. He practices in the area of finance, concentrating on public finance.

Carson W. Elliff was born in Bentonville, Arkansas on February 10, 1952. He graduated from Southwest Missouri State University magna cum laude with a B.S. degree in 1974 and University of Missouri-Kansas City with a Juris Doctoris in 1977, where he served on the University of Missouri at Kansas City Law Review from 1976-1977.
He served as an Assistant Attorney General, State of Missouri, 1977-1978, was City Prosecutor, Springfield, Missouri, 1978-1979, and Assistant City Attorney, Springfield, Missouri, 1979-1980.
In 1980, he joined the firm of Yates, Mauck, Robinett & Bohrer, Inc. as an associate, and in 1983, he was made a shareholder. He is a member of the Springfield Metropolitan Bar Association and the Missouri Bar. He practices in the areas of municipal finance, governmental law and creditor’s bankruptcy and is listed in the Bond Buyer’s “Red Book.”

Mark C. Fels was born in St. Louis, Missouri on October 24, 1957. He graduated cum laude from Westminster College with B.A. degree in 1980 and received his Juris Doctor degree in 1983 from the University of Missouri in Columbia.
He served as Law Clerk to the Honorable Judge Rex B. Titus with the Missouri Court of Appeals from 1983 to 1985. In 1985, he joined the firm of Poole, Croessmann & Stevens, P.C. In 1989, he formed the firm of Smith & Fels, P.C. and in August of 2004 joined Yates, Mauck, Bohrer, Elliff & Croessmann, P.C. He is a member of the Springfield Metropolitan Bar Association and the Missouri Bar. He practices in the area of business law, including corporate and commercial transactions and real estate.

Joseph A. Bohrer was born in West Plains, Missouri on July 4, 1939. He graduated cum laude with an AB degree in Economics in 1961 from Drury University. In 1964 he received his Juris Doctoris degree from Washington University in St. Louis.
He served three years as a Judge Advocate in the United States Air Force and was acting Staff Judge Advocate of Tan Son Nhut Airbase in Saigon, Vietnam. He was a member of the law firm of Neale, Newman, Bradshaw & Freeman from 1967 through 1979 and became a shareholder of Yates, Mauck, Robinett & Bohrer, Inc. in 1979. He is a member of the Springfield Metropolitan Bar Association and the Missouri Bar. He practices in the areas of appellate practice, real estate matters with an emphasis on real estate litigation and title defense, and mediation.
